Security film is not a single sheet. It is several layers of tough polyester, laminated together and bonded to the pane with a high-strength adhesive. It runs far thicker than ordinary tint, from 100 microns up to 350 for blast-rated grades, and that thickness is what lets it absorb a blow and stay intact when the glass beneath it breaks.
A blast rating is earned, not claimed. The top grades are put through controlled explosion tests and judged on one thing: whether a shattered pane holds together under the pressure wave instead of blowing inward as glass. That is what protects the people in the room, because in an explosion the glass itself does much of the damage.

It holds broken glass together to resist forced entry, accidents and blast and to slow down an intruder, but true bullet resistance requires specialised laminated security glazing rather than film. Film's role is to make ordinary glass far tougher and safer to be near when it breaks.
