Often, yes. A one-way mirror film gives daytime privacy and strong heat rejection together. The thing to understand is that it reverses after dark, when your lights are on inside — if you need privacy at night as well, frosted film is the honest answer.
It can, if the wrong one is chosen. Central Punjab spends December under fog and a flat grey sky, and a dark reflective film that felt clever in June is miserable in January. We usually specify spectrally-selective or ceramic film here, which rejects heat while holding on to visible light.
Any time, though spring is ideal because the adhesive cures fastest in mild dry weather and the film is in place before the worst of the summer. Monsoon installs are fine; the glass simply takes a little longer to clear.
