Frequently, yes. Most homes have two or three panes doing nearly all the damage, usually the west-facing ones. Filming those and leaving the rest is a perfectly sensible answer and we will say so rather than quote for the whole house.
It can, if the wrong one is chosen. Central Punjab spends December under fog and a flat grey sky, and a dark reflective film that felt clever in June is miserable in January. We usually specify spectrally-selective or ceramic film here, which rejects heat while holding on to visible light.
Any time, though spring is ideal because the adhesive cures fastest in mild dry weather and the film is in place before the worst of the summer. Monsoon installs are fine; the glass simply takes a little longer to clear.
